You thumbnail the scene, then you do breakdowns for the page, you scan the breakdowns and add the text ballons with some software you have. You print the sketch with the text balloons in blue and ink them with a Brush?.
Almost right. Actually I print out the panel borders and balloons first, then 'pencil' on the boards with a blue magic marker, then straight to ink with a brush.
